Immigration Rules and the Overseas Student Market in Australia

by Bob Birrell and Virginia Rapson, Director, Centre for Population and Urban Research, Monash University, for IDP Education Australia Limited, December 2005

This study examines the extent to which enrolments of overseas students at Australia’s universities are being driven by opportunities for permanent residence on completion of their Australian courses. It also examines changes to the rules governing access to permanent residence for former overseas students by the Australian Government over the years 2001 to 2005. The report assesses the implications of these rule changes for the chances of overseas students gaining permanent residence and what this might mean for overseas student enrolment trends at Australian universities.
